The work of the Housing Fund extended to 2015December 15, 2017
The State Duma adopted a bill providing for the extension of the term of work of the Housing and Utilities Reform Fund until the end of 2015. As previously planned, this organization should have ceased to exist since 2013, but the Government of the Russian Federation noted the effectiveness of the Fund, which did not give any grounds for its closure.
The new bill also provides for the termination of financial support aimed at the implementation of regional housing programs for the renovation of apartment buildings. The balances of funds remaining in the Fund will be allocated to the relocation of citizens from emergency or dilapidated housing.
Sponsoring of targeted programs will be carried out at the expense of the consolidated regional budgets of the Russian Federation. It also provides for the purchase of housing only in those houses that meet the requirements of energy efficiency, established by the Ministry of Regional Development. Also in such buildings will be set uniform tariffs for heat supply.
Regional and municipal departments must work out and adopt for implementation special legal acts providing for the creation of transparent schemes for financing the renovation of apartment buildings. In addition, these departments should reduce their debt to energy suppliers by at least 20%, having previously installed in the residential premises collective heat meters.
