At a recent press conference, Vladimir Putin drew attention to the increase in basic tariffs for housing and communal services in the Ulyanovsk region and promised that he would personally personally understand the situation in the near future.
At the conference, this question was raised by Anastasia Lyubavina, a resident of Bolshoy Cheremshan, complaining about the increase in the cost of housing and communal services by 3-4 thousand rubles for the last month. Residents of the Ulyanovsk region tried to get explanations for the reasons for such a sharp rise in price, but they never received an answer. Meanwhile, public utilities continue to send huge bills for their services.
Vladimir Vladimirovich noted that the most common reason for the growth of tariffs is the complete monopolization of housing and public utilities by various structures, which are closely connected with the local authorities.As a result, unfounded and non-transparent decisions are taken by the municipality. It is in the struggle for the openness of such decisions that the president sees a way out of the situation not only in the Ulyanovsk region, but also throughout Russia.
Also, the president, recalled that each family can claim compensation from local authorities if the total cost of utilities exceeds a certain percentage of the total family income by law. Citizens should not only be aware of this, but also actively use it. This can keep local councils from unreasonably overstateing the cost of housing and communal services.
The president also said that such situations had already arisen several times, and people were always given back the money they spent, if it was proved that the decisions of the local municipalities were illegitimate.
